Para el registro de candidaturas del PEO 2023-2024, se estableció como parte de los requisitos que deberían cumplir todas the people candidatas, no estar inscrita en el Padrón de Deudores Alimentarios Morosos , registro que en la entidad está a cargo de la Coordinación Técnica del Sistema Estatal del Record Civil del Estado de Guerrero; por ello, con fecha 23 de febrero de 2024, el IEPC Guerrero suscribió un Convenio de colaboración institucional con el Poder Judicial del Estado de Guerrero y la Secretaría General de Gobierno del Estado de Guerrero por conducto de la Coordinación Técnica del Sistema Estatal del Record Civil del Estado de Guerrero , a fin de establecer las acciones necesarias para garantizar el intercambio de información que sirviera al IEPC Guerrero, para verificar que la ciudadanía postulada por los Partidos Políticos, coaliciones y candidaturas comunes, a un cargo de elección popular, no se encontraran inscritas en el Record Estatal de Deudores Alimentarios Morosos.

Esta acción tuvo como precedente que en el marco del PEO 2023-2024, el 8 de septiembre de 2023, el IEPC Guerrero, las Dirigencias de los Partidos Políticos con registro nacional y local que participaron en el PEO 2023-2024, suscribieron el Pacto Estatal por los Derechos Políticos y Electorales de las Mujeres Guerrerenses Libre de Violencia en el PEO 2023-2024, de igual manera, se sumaron a dicha firma atestiguando honoríficamente el Poder Ejecutivo, el Poder Legislativo, el Poder Judicial, la Comisión Estatal de Derechos Humanos, el Tribunal Electoral del Estado de Guerrero, la Fiscalía Especializada en Delitos Electorales, la Coordinación Técnica del Sistema Estatal del Record Civil del Estado de Guerrero y Organizaciones Civiles integrantes permanentes del Observatory de Participación Política de las Mujeres Guerrerenses, en el que los Partidos Políticos asumieron los siguientes compromisos:

Como resultado de la reforma de 2020 sobre VPMRG, el IEPC Guerrero implementó el Sistema Estatal de Record de Personas Sancionadas en materia de VPMRG, el cual entró en vigor a partir del Proceso Electoral Concurrente 2020-2021, dicho registro se encuentra previsto en el artículo 128 del Reglamento de Quejas y Denuncias en Materia de VPMRG, a través de un Sistema Informático el cual contiene una lista pública de todas the people que han sido sancionadas por ejercer este tipo de violencia, con el que se busca inhibir este tipo de conductas; así como facilitar la cooperación entre instituciones para la generación de información y consultar la información previo al registro de candidaturas. De los PES sustanciados en materia de VPMRG en el PEO 2023-2024 por la CCE de la Se - cretaría Ejecutiva y que fueron remitidos al TEE para su resolución, se desprende que en dos procedimientos y como sanción 2 personas fueron inscritas en el Sistema Estatal de Record de Personas Sancionadas en Materia de VPMRG, así como también en el Record Nacional del INE.
