Legislative productivity

Presenting is not the same as achieving. An approved reform changes the law; an exhortation only asks. That's why we separate each type of instrument and evaluate results, not just quantity. We tell only what follows this observatory, not all the activity of the Congress.

Bills or reforms

11 - on f-up 3 aprobados · 5 in the freezer

They propose to create or change a law, a code, or the Constitution. If approved and published, they bind all authorities. It is the instrument with the greatest scope and the most difficult to carry out: it needs a committee opinion and a vote by the Plenary.

Points of agreement and exhortations

0 - on f-up 0 aprobados

They ask an authority to do something or fix a position of Congress. They do not change any law or legally bind: their strength is political. They are usually approved more easily, sometimes on the same day.

Statements

0 being tracked

Pronouncements in the stands or in the media. They record a position, but they are not voted on or have legal effects.

Legislative work or simulation? Presenting many exhortations and positions without any legislative initiative, or presenting initiatives and leaving them in the freezer, gives visibility but does not change rights. Promoting an initiative is also the responsibility of the person who presents it: lobbying the commission, asking for it to be ruled and getting the votes. That's why we mark these signs in the assessment.

¿Quién da resultados en Morelos?

Submitting a proposal is easy; getting it approved takes work: convincing the committee, asking for it to be reviewed, and getting the votes.

Best rated

This is how it is ranked: 1) more laws passed; 2) if tied, more achievement points (each proposal adds its weight by its result: a new law or approved constitutional reform is worth 3, an approved reform 2, an approved exhortation 1; those that advance add a part); 3) if they keep tying, better rating. The score (0-100) measures effectiveness - how well you did, on average.

They introduced bills, but their proposals are stalled

How do we calculate the rating?

See the full methodology, with examples and academic sources

1. Not all proposals are worth the same. A reform to the Constitution or a new law weighs 3; a reform to a law or code, 2; an exhortation or point of agreement, 1, and a positioning, 0.5. It is an adaptation of the Multidimensional Transcendence Index (Bárcena, Revista Mexicana de Ciencias Políticas y Sociales, 2019), which distinguishes high-impact proposals from symbolic ones.

2. What happened to each one matters. Approved sum 100; reviewed by the commission, 60; on time, 35; delayed, 15; rejected, 5, and frozen, 0. The rating is the average, giving each proposal the weight of its importance. Positions are not voted on, so they do not enter the rating.

3. Colors. Green: achieves results. Blue: your proposals move forward. Yellow: He submitted, but his proposals are frozen or stopped (lack of momentum, not necessarily bad faith). Red: submitted or endorsed proposals against of LGBTTTIQANB + rights. Grey: remained silent, neither presenting nor endorsing anything.

4. Allies who drive and allies who support. Submitting a proposal is worth twice as much as signing it in support. Whoever presents bills drives the agenda; whoever only signs, presents exhortations or positions themselves, accompanies it.

70 or higher: effective · 45 to 69: advances · 25 to 44: waiting · less than 25: submitted, no progress. We only count the proposals on LGBTTTIQANB+ rights that this observatory follows, not all its legislative work. We measure progress in Congress; if a law is followed later, in people's lives, it requires an impact assessment ex post like the one proposed by Transparencia Mexicana (2023).

Aliadas, aliados y no aliados en Morelos

Who has put their name in favor of our rights in this congress, and who against.

3aliadas y aliados · 3 impulsan
1not allies
16stayed silent

Drives: introduced bills in favor. Silence: in office, without introducing or backing any proposal on these rights.

Allies

Ordered by points: each proposal in favor adds its weight (3, 2, 1 or 0.5 depending on its scope) and is worth half if you only signed it in support.

Not allies

How to read the traffic light

See the law (opens in another tab)
